Key findings

The report notes that hate speech against Muslims had increased as a result of the 2015 migration crisis but with the strong decline in the number of migrants arriving in Bulgaria, anti-Muslim hate speech also declined and the focus of intolerant political discourse shifted back towards Roma and LGBTI persons. As a result, there are now relatively few incidents of hate speech against the historical (mainly Muslim) Turkish minority in Bulgaria.

Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)

The working methods for the preparation of the report involve documentary analyses, a visit to the country, and a confidential dialogue with the national authorities. Documentary studies are based on a large number of national and international written sources. The on site visit provides the opportunity to meet with the parties directly concerned with a view to gathering detailed information. The confidential dialogue with the national authorities allows the latter to provide comments on the draft report, with a view to correcting any possible factual errors. At the end of the dialogue, the national authorities may request that their viewpoints be appended to the final report.
